What is a Safety Performance History? 

In the context of the Department of Transportation (DOT) and commercial vehicle operations, SPH stands for Safety Performance History.

This refers to the records that employers of commercial motor vehicle (CMV) drivers are required to maintain and share regarding the safety performance of their drivers. These records are crucial for evaluating the eligibility and safety of potential hires in the transportation industry.

Specifically, SPH includes information about a driver’s:

  • Crash history.
  • Safety violations not related to controlled substances or alcohol.
  • Drug and alcohol violations, which are now primarily checked through the FMCSA Drug and Alcohol Clearinghouse.
  • Previous employment with DOT-regulated employers in the preceding three years.

Employers are required to request and review a driver’s SPH from all previous DOT-regulated employers for the past three years when hiring a new driver. This process is outlined in the Federal Motor Carrier Safety Regulations (FMCSR), specifically 49 CFR Part 391, Subpart B § 391.23.

The purpose of collecting and maintaining SPH is to ensure that drivers operating commercial vehicles have a good safety record, thereby promoting public safety on the roads.
