If you own a Trucking company, you must register your company on FMCSA Clearinghouse Drug and Alcohol portal and join a Consortium provided by a Third Party Administrator or a C/TPA. Once you set up your Clearinghouse Account and joined a C/TPA, you must designate the same C/TPA on your Clearinghouse account.
So, how do you add your C/TPA to the Clearinghouse Account and know about drug testing consortium? You need to log in to your Clearinghouse account and find the “Account Maintenance” or “TPA Authorization” section, search for your C/TPA by name, select them from the list, and authorize the specific functions they will perform for you. After you save the designation, the request will be sent to the C/TPA for their confirmation. Here are the steps.
Steps to designate a C/TPA
- Log in to your account on the FMCSA Drug & Alcohol Clearinghouse portal.
- Navigate to “Account Management” on the right below login name.
- Click on the “Third Party Administrator (TPA) Authorization” subtab.
- Search for your C/TPA: Enter the C/TPA’s name in the search field and click the search icon.
- Select your C/TPA from the list of results and click “Designate”.
- Authorize functions: The system will display three C/TPA functions you need to choose from to indicate the tasks you will expect the C/TPA to perform. You need to select appropriate check boxes from the list below:
- Report Violation
- Report RTD (return-to-duty)
- Conduct Queries
- Save your selections. This will send a request to the C/TPA to confirm your designation.
Important considerations
- C/TPA registration: Your chosen C/TPA must be registered in the Clearinghouse before you can designate them. If they don’t appear in the search results, contact them to confirm they have completed their registration.
- Owner-operators: As an owner-operator, you must authorize at least one C/TPA to report violations and at least one to report negative RTD information.
- Designating a C/TPA in the Clearinghouse does not automatically transfer responsibilities. At the end the day, yuo still have to make sure you or the C/TPA are completig the task per DOT rules.
