DOT Compliance requirement for FTA
In Michigan, FTA (Federal Transit Administration) employers are required to comply with DOT (Department of Transportation) drug and alcohol testing regulations, as outlined in 49 CFR Part 655. This includes testing for specific drugs and alcohol, maintaining a random testing pool, and submitting annual testing data.
Key aspects of DOT compliance in Michigan:
- Prohibited Drugs:
FTA regulations require testing for marijuana, cocaine, phencyclidine (PCP), opioids, and amphetamines, according to State of Michigan. - Random Testing:

The random testing pool must meet an annual requirement of at least 50% drug testing and 10% alcohol testing
Is there any other reason for Drug Testing? Yes, in addition to random testing, employees may be tested for pre-employment, reasonable suspicion, post-accident, return-to-duty, and follow-up reasons.

- Substance Abuse Professional (SAP):

MIS Reporting is the yearly statistics of drug and alcohol testing data (Management Information System, or MIS). All trucking company employers must submit a MIS to the Department of Transportation (DOT) by March 15th of the previous year. - Employee Assistance Program (EAP):
