Does a DOT Pre-Employment Query need to be Full Query?

Wondering if your Pre-Employment query needs to be a Full Query for CDL drivers?  The answer is Profound “Yes”!!

DOT pre-employment queries for CDL drivers must be full queries.  This is because, a full query provides detailed information about any drug and alcohol program violations in a driver’s Clearinghouse record .  This includes whether they have completed the return-to-duty process.

When doing a full query, an employer must obtain the driver’s specific consent electronically through the Clearinghouse before conducting a full query.   Note that the driver must be registered in the Clearinghouse, with verified CDL, to respond to the consent request.

If the driver is not registered in the Clearinghouse, he or she will receive a letter via United States Postal Service advising him or her to register in the Clearinghouse to respond to this consent request.  To avoid delays, the mployer should encourage the driver to register in the Clearinghouse ahead of time.

A limited query, which satisfies the annual query requirement for currently employed drivers, only indicates whether information exists in the Clearinghouse, but does not provide details.  This is why an employer must conduct full queries when hiring a driver.
